尊敬的业界同仁和朋友:

华东政法学院知识产权法学院和昆士兰科技大学法学院将于2007528-29日在上海共同举办“第一届国际数字内容产业与知识产权论坛”,本次论坛的主题是“中国内容产业发展政策法律架构”。

宽带加速计算、通信和广播这三项原本截然不同的技术的整合,使单一网络上实现多种应用(通话交流——例如利用宽带、互联网应用软件、电视/视频和音频应用软件进行通话)融合,第三代数字通信(3g)能够处理图像、音乐、视频流等多种媒体形式,ict技术发展预示着一个全新产业——数字内容产业正在全世界兴起。

2002年以来,中国宽带接入市场取得了快速的发展。中国也试图抓住信息化的机遇,大力“推进国民经济和社会信息化,切实走新型工业化道路”。《20062020年国家信息化发展战略》改变了过去将信息产业定位于信息和通讯技术(ict)以及相关设备的生产(可称之为信息技术产业)的作法,将信息产业扩展到信息内容产业,并将“建设先进网络文化”“加强信息资源的开发利用”作为信息化的战略目标重要内容,将把“网络媒体信息资源开发利用”作为信息化发展的战略行动,把“推进信息化法制建设”作为我国信息化发展的保障措施。

中国内容产业正经历事业与企业的剥离的政策调整,又遇数字化浪潮的撞击,如何形成适合数字内容产业发展政策和法律框架,建立有序的数字内容产业秩序是当前中国信息化战略的重大任务。

为此,华东政法学院与澳大利亚昆士兰科技大学共同举办本届“国际数字内容产业与知识产权论坛”。本次会议将邀请国内外的学术界、政府界和业界权威就中国数字内容产业发展面临的政策和法律问题进行研讨。

本次会议的具体议题请见附件一;最终会议议程将于20075月初公布。

会议向参会者收取300元会务费,交通和住宿费用自理。

欢迎就大会主题撰写论文,论文用word格式,以电子版方式发送到以下地址。会议论文除会议交流外,如果有一定数量的符合发表水平的论文,我们将结集出版。

dear colleagues

the east china university of politics and law (ecupl) and the queensland university of technology (qut) are pleased to announce the first international forum on content industry and intellectual property (ciip 2007) in shanghai china, from 28th – 29th may 2007.

in recent times information technologies such as the world-wide web and broadband have transformed economic and social relations, minimising cultural and economic barriers. in our post-industrial, information-based society, knowledge or the production of information is increasingly replacing industrial techonologies as the driving force of society. the convergence of technologies such as computing, communicating and broadcasting, exemplified by the 3g network’s multimedia, promises to fundamentally alter the global landscape.

the “national strategy of informatization of china (2006-2020)” has extended the information technology industry in china into the information content industry by its emphasis on goals such as establishing advanced internet culture and exploiting information resources more efficiently. following years of development, china has entered an all-round, multi-level period of informatization. therefore china faces the serious challenge of building up a development policy, legal framework and industry order which is suitable for the digital content industry.

as part of the intellectual property (ip) research collaboration program established by ecupl and qut this forum will provide a platform for academics, practitioners and consultants from industry and government to discuss key legal and policy developments in relation to content industry and intellectual property in china and australia.

the key speakers are chinese or international experts/scholars from universities and industries, as well as officers from australian and chinese governments such as department of communication, information technology and the arts (dcita) of australia, internet industry association (iia) of australia, national copyright administration (nca) of china, ministry of information industry (mii) of china, ministry of culture (mc) of china, the state administration of radio film and television (sarft) of china, etc. key speeches addressed by them and topics discussed in workshops will cover the following issues:
